In August 2003, a pivotal moment unfolded in India’s counter-terrorism history when the Border Security Force (BSF) successfully neutralized Ghazi Baba, the chief operational commander of Jaish-e-Mohammed (JeM) and the mastermind behind the 2001 Indian Parliament attack. The operation, led by Deputy Inspector General Narendra Nath Dhar Dubey, not only eliminated a top terrorist but also significantly disrupted JeM’s operations in the region.
Ghazi Baba, born Rana Tahir Nadeem in Bahawalpur, Pakistan, was a notorious figure responsible for several high-profile attacks, including the 2001 Parliament attack, car bombings at the Army headquarters in Srinagar, and the 1995 kidnapping of six foreigners in Pahalgam. His activities had made him one of India’s most wanted terrorists.
BSF faced treacherous terrains in areas like Ganderbal, Zakura, and the Tral mountains, which were close to the Line of Control and known for their difficult topography. According to DIG Dubey, “The area is difficult, and it was close to the line of control and used to involve a huge operation of multiple battalions if you want to trace out one person.”
During the encounter, Dubey was shot multiple times, with one bullet remaining lodged in his body as a lasting reminder of the operation’s intensity. Despite his injuries, Dubey, along with constable Omvir, pursued the escaping militant, leading to Ghazi Baba’s death in the ensuing gunfight. Constable Balbir Singh, who played a crucial role in saving Dubey, was killed in action.
The success of this operation had far-reaching implications. A BSF history book notes that the killing of Ghazi Baba “reduced JeM to an army sans generals,” significantly weakening the organization’s leadership structure.
The bravery and sacrifice displayed during this operation have been commemorated in the 2025 film “Ground Zero,” directed by Tejas Prabha Vijay Deoskar. Emraan Hashmi portrays NN Dubey, bringing to light the challenges faced by security forces during one of Kashmir’s most turbulent periods. Hashmi emphasized the importance of authentically representing the psychological and emotional states of officers operating under extreme conditions.
